Composition
The National Council for the judiciary has nine members, including
- six magistrates elected by their respective electoral colleges,
- a lawyer to be appointed by the joint Luxembourg and Diekirch Bar Councils
- two civil persons qualified by virtue of their training and professional experience, to be appointed by Parliament.
The six electoral colleges are as follows:
- the electoral college of magistrates of the Superior Court of Justice
- the electoral college of magistrates from district courts, justices of the peace and the pool of additional judges
- the electoral college of magistrates of the General Prosecutor's Office
- the electoral college of public prosecutors, the pool of additional public prosecutors and the Financial Intelligence Unit
- the electoral college of magistrates of the Administrative Court
- the electoral college of magistrates of the Administrative Tribunal
Each electoral college elects one full member and one alternate member.
The term of office is four years. It may be renewed once for a further four years. In the event of premature termination of a term of office, the new member completes the term of office of the former member.
The Council is made up of a President and two Vice-president, two of whom are judges and one is a non-judge. The term of office is two years, renewable once for a further two years.
Following the retirement of Ms. Martine Solovieff on 1 February 2025, Mr. John Petry and Ms. Marie-Jeanne Kappweiler were elected as new full members and alternate members of the Council, respectively.
The Council elected Mr Alain Thorn as President and Mr John Petry and Mr Jean-Jacques Rommes as Vice-presidents, with terms of office until 30 June 2027.
